about the company

We are partnering with the world's largest producer of renewable diesel refined from waste and residues. They are industry innovators in the introduction of renewable solutions to the aviation and plastics industries. We are seeking for Turnaround Quality Engineer to join our client’s rapidly expanding team in Singapore.

about the role

  • You will develop and document turnaround inspection and quality plans. You will also train key stakeholders from Operations, Technical, Maintenance & contractors on their roles and expectations in turnaround inspection and quality management to ensure full compliance.
  • Define and develop turnaround inspection and quality roles and responsibilities. Document and propose resource needs to Turnaround Lead.
  • Review and approve contractors’ quality plans and resourcing to ensure meeting requirements and in compliance with turnaround inspection and quality plans.
  • Develop and document all required quality procedures to ensure compliance with turnaround inspection and quality plans.
  • Provide inspection and QA/QC inputs to scope collections, work packs preparation, scheduling, discovery / troubleshooting to ensure all inspections and QA/QC activities are adequately addressed in scope collection, planning, scheduling development and discovery scoping.
  • Participate in reviews for scope, work packs, schedule and handover planning.
  • Ensure all requirements in Flange Management are implemented and complied with during turnaround execution. Ensure all flange management resources are trained and certified, equipment are calibrated and only qualified service providers are engaged.
  • Review scope changes and discovery work requests to ensure additional works are executed with adequate inspections, testing and QA/QC requirements in accordance to turnaround inspection and quality plans.
  • Coordinate with Turnaround Lead to determine daily inspection and quality reporting, metrics, meeting and discussion needs
  • Lead field inspection and QA/QC resources (including contractors), ensure all inspection, testing and QA/QC activities are executed according to plan, schedule and meet established quality expectations. Prompt reporting and resolution of any quality non-conformance.
  • Sustain field coordination processes i.e. request for inspection (RFI), hold for inspection or hold for witness, etc. to minimize interruptions during turnaround execution.
  • Coordinate and collaborate with Turnaround Planner / Scheduler, Execution Leads / Coordinators to establish inspection, testing, QA/QC and handing over activities look-ahead to avoid unnecessary hold up on progress or impact to schedule during execution.
  • Coordinate and collaborate with Discovery / Troubleshooting team to ensure all discoveries are promptly resolved with effective recommended actions, embracing recognized and generally accepted good engineering practices (RAGAGEP)

about the manager/team

Reporting to the Turnaround Lead and member of the Turnaround Core Team, you will lead and coordinate inspection and quality activities during turnarounds to ensure effective inspection and all turnaround activities comply with approved turnaround quality plan to achieve key deliverables.

skills & experience required

  • Degree in Mechanical or Chemical Engineering or equivalent qualification
  • Minimum of 5 years in process plant turnaround and maintenance activities, specifically in turnaround inspection and quality management.
  • Knowledge in inspections and quality management, particularly in quick-paced, high intensity and time constrained turnaround environments,
  • Strong in process plant inspection techniques & requirements – ASNT specifications, API / ASME requirements, WPS/PQR and welders’ qualification, etc.
  • Knowledge of process plant production and maintenance, including contractors supervision & management
  • Knowledge of process plant turnaround execution and management, including contracting, safety & quality management. Familiar with turnaround phases, from initial long range planning through to post-turnaround review.
  • Familiar with contracts, supply agreements, terms & conditions, able to work & collaborate effectively with contractors, suppliers, vendors and partners.
  • Excellent people and communication skills and able to organize, deploy and manage resources effectively.
  • Ability to promote teamwork and possess interpersonal effectiveness. A good team player, builds effective cooperation and trustful culture, seek all collaboration opportunities.
  • Possess strong situational appraisal skills, able to prioritize actions with alignment to company values and goals and having sense of urgency.
  • Ability to coordinate and integrate varied activities with differing focus or objectives effectively in order to achieve common turnaround priorities and goals.
  • Strong work ethic with positive attitude and ability to make timely decision through good analytical process & problem solving.
