As the Senior Manager, Talent Acquisition for Southeast Asia, you will oversee the end-to-end delivery of operational recruitment services across key regional markets, including Singapore, Malaysia, and the Philippines, within a shared services model. Focusing heavily on execution excellence, process standardisation, and capacity management, you will ensure timely and high-quality hiring outcomes for the business. In addition, you will:
Own and manage full-lifecycle recruitment delivery across all Southeast Asian countries, covering professional, technical, managerial, and specialist roles.
Lead TA service delivery by ensuring strict adherence to agreed SLAs, KPIs, turnaround times, and compliance frameworks.
Partner closely with HR Business Partners, hiring managers, and regional leadership to translate business hiring demand into actionable, executable recruitment plans.
Manage and optimise regional recruitment capacity, workload allocation, vendor relationships, and agency performance.
Track and manage key recruitment metrics—such as time-to-hire and pipeline health—using global data systems to proactively mitigate delivery risks.
Provide valuable market intelligence, hiring data, and operational insights to support the development of broader regional talent and diversity strategies.
skills and experience required
Bachelor's degree in Human Resources, Business, or a related discipline.
8+ years of experience in Talent Acquisition, with a heavy emphasis on operational recruitment delivery within a regional or multi-country Southeast Asia scope.
5+ years of demonstrated experience managing regional recruitment operations and leading teams across multiple labour jurisdictions.
Solid experience operating within a shared services, Global Business Services (GBS), or Centre of Excellence (COE) operating model.
Deep understanding of Southeast Asian labour markets, fair hiring regulations, and employment compliance.
Strong operational discipline and execution mindset, with a proven ability to manage high hiring volumes and competing priorities.
Prior experience or a strong understanding of hiring requirements within the engineering, utilities, or infrastructure sectors is highly advantageous.
